...I will not deny, downplay or cover up instances of corruption......

...But I believe that the existence of corruption in our organization is more evidence of a lack of leadership than it is a “management problem”. The responsibility of those of us who lead police organizations is to create the environment in which we will produce the best results, achieve our mandates and foster the potential and well-being of our employees...

...The simple truth is this: one of the essential components of a well-functioning civil society is an effective, well-disciplined police service, in which the citizens have implicit trust.

When corruption takes hold within an organization whose very existence is based on integrity, that trust is shattered, and our entire society suffers.

That said, corruption does not just rear its ugly head in police services. This past year brought to light the insidious and far-reaching nature of corruption in the business world as well....
