Indefinite jail term sought for rapist

WINDSOR, Ont. - A female Windsor Police Service special constable testified during a dangerous offender hearing Tuesday that repeat sexual offender Jeffrey Bastien - a self-described "occupational rape hound" - exposed himself to her while he was in custody after his last arrest.

Const. Elaine Leblanc said she was on duty at the police holding cells when the 30-year-old suspect was brought in for processing after being taken into custody for the May 2006 attack on a Windsor teenage girl.

Leblanc told assistant Crown attorney Gary Nikota that she was registering Bastien and was asking him a routine question whether he was on any medically prescribed drugs.

"He said 'Yes they're in my pocket' and asked to take them out. He produced his penis."

The officer said Bastien just stood there and began to giggle.

But Leblanc, who had dealt with Bastien on other occasions when he was brought into the station for processing, said the bizarre behaviour did not end there.

She said because of his past history and the fact he was considered a violent offender and might be a risk to himself or others, he was placed in a special isolation cell for protection. It was equipped with a camera to monitor the inmate's behaviour.

Cell block officers were required to look in regularly to ensure the well-being of the incarcerated person.

"Did you make any observations?" asked Nikota. "Yes I did. Throughout the night which I worked he continuously masturbated . . . "

The case that spurred the Crown application for the dangerous offender classification relates to Bastien's conviction in January 2007 for a violent sexual attack on a local high school girl in May 2006, which only ended when the quick-thinking victim called 911 in the midst of the attack and had her ordeal taped by operators.

Police were dispatched and arrived to take Bastien into custody within minutes. Bastien had entered the unlocked door of the downtown apartment that the victim shared with her mother. The victim saw Bastien standing in the door in his underwear. He refused demands to leave and attacked her in the bedroom, where he threw her on the bed, struck her, groped her and threatened her before police arrived.

The hearing continues Tuesday.
